Council Agenda Package for the Town of Golden.

Council Agenda Package for the Town of Golden.

What follows is a curated selection from the February 6 Council agenda package, highlighting items we feel are most relevant to our readers.

This is not an exhaustive list, and readers are encouraged to consult the full agenda package on the Town of Golden’s website for complete information.

Whitetooth Legacy Park upgrades move forward with major grant boost

Upgrades planned for Whitetooth Legacy Park are moving ahead after Council was asked to authorize a $400,000 grant agreement with Columbia Basin Trust, significantly increasing the project’s overall funding.

According to a staff report from the Recreation Services Department, the Town was successful in securing nearly three times more grant funding than originally anticipated for enhancements to the Rec-Plex park block. The funding would support the addition of a beginner skate and bike park, a year-round heated washroom and skating changeroom, and climate-resilient landscaping at Whitetooth Legacy Park.

The grant requires a 38 per cent contribution from the Town of Golden, equal to $152,000. Remaining Whitetooth Legacy funds of $245,505 are already included in the draft 2026 capital budget, bringing the total project budget to approximately $645,505 if the full grant is utilized.

Council previously directed staff to proceed with Option 1 of the park enhancement concept, post a bid package for a year-round washroom and gazebo, and pursue additional grant funding. With the project now fully funded, staff are seeking authorization to sign the contribution agreement and will return to Council at a future meeting with detailed construction pricing, operating costs, lifecycle impacts, and asset management considerations.

If approved, staff will work with Columbia Basin Trust on project timelines and public announcements, with updates to be shared as key milestones are reached.

Reflection Lake restoration proposal heads to feasibility phase

A proposal to restore and protect Reflection Lake is moving forward, with the Town of Golden council asked to support a funding application for the first phase of the project.

The Phase 1 proposal, led by Wildsight Golden in partnership with ecological consultants and conservation groups, focuses on a feasibility study and community engagement rather than on-the-ground construction. The group is seeking a letter of support from the Town of Golden to accompany a ReDi grant application.

According to the proposal, Reflection Lake is experiencing ongoing ecological decline, including expanding cattails, sediment buildup, and reduced open water, trends that increase the risk of eutrophication and threaten the long-term health of one of the Columbia Wetlands’ most accessible wildlife viewing areas.

Phase 1 would include hydrological studies to determine why water levels are dropping, assessments of options to restore and maintain appropriate water levels, and broad community engagement. Local residents, Indigenous partners, conservation organizations, and technical experts would be invited to participate through outreach and a public forum.

The work would lay the groundwork for potential future phases, including restoration and long-term monitoring, but proponents stress that Phase 1 is exploratory. If the feasibility study determines that restoration is not practical or supported, the project would not proceed further.

Reflection Lake, located just south of Golden, is valued for its biodiversity, bird habitat, and year-round recreational use, including wildlife viewing, skating, and cross-country skiing. The proposal argues that early intervention is key to preventing further degradation and preserving the lake as a community and ecological asset.

Council asked to support certification for mosquito control drone technology

Golden council is being asked to endorse a regional resolution calling on the province to create a certification process for mosquito control using drone technology.

The resolution was approved earlier this month by the Columbia Shuswap Regional District and forwarded to the Town of Golden for consideration. If endorsed, it would be sent on to the Association of Kootenay and Boundary Local Governments for broader discussion.

According to the resolution, current mosquito control programs in British Columbia rely on helicopter and ground-based applications of federally approved larvicides, approaches that are costly and logistically challenging. The CSRD argues that remotely piloted aircraft systems, commonly known as drones, offer a more cost-effective and environmentally friendly alternative for targeted larvicide application.

Despite the availability of the technology, local governments in B.C. are currently unable to use drones for mosquito control because the province does not have a certification process allowing remotely piloted aircraft to be used for pesticide application.

The resolution calls on the Union of British Columbia Municipalities to urge the provincial government to establish a formal certification framework, which would allow interested local governments to adopt drone-based mosquito control programs where appropriate.

Endorsing the resolution would not commit Golden to using drone technology, but would signal support for giving local governments more tools and flexibility when it comes to mosquito management.

Funding reallocated to advance Golden–Nicholson trail planning

Planning work on the proposed Golden to Nicholson Active Transportation Corridor is set to move forward, pending council approval of a funding reallocation request from the Columbia Shuswap Regional District.

Council is being asked to approve the reallocation of $110,357 in unspent Golden and Area A Economic Opportunity Fund (EOF) dollars that were originally approved to support administrative costs for the Golden and Area A Trail Alliance. The funds would instead be used to advance design and consulting work for the Golden–Nicholson trail, bringing the project to a “tender-ready” stage.

According to the staff report, the Trail Alliance funds approved for 2023 through 2025 were never used, along with $5,357 from earlier allocations. Redirecting the unused funds would allow planning work on the active transportation corridor to continue without impacting the Town of Golden budget.

The Golden–Nicholson corridor is intended to provide a safer, non-motorized transportation link between Golden and Nicholson and aligns with the Town’s Active Transportation Network Plan. Capital construction funding for the trail has not yet been allocated and would be considered separately at a later date.

If approved, the CSRD would proceed with consultant work to finalize designs and cost estimates, with construction timelines and funding decisions still to be determined.

Virtual town hall to focus on forestry worker supports

Local government officials and staff are being invited to take part in a virtual town hall focused on forestry worker supports and community transition services.

The online session will be held Tuesday, Feb. 3, from 1 to 2 p.m. PST and will be hosted by Brittny Anderson, Minister of State for Local Governments and Rural Communities, alongside Ravi Parmar, Minister of Forests.

According to the provincial invitation, the town hall will provide an overview of the support available to forestry workers and communities affected by mill closures. The session will also include a question-and-answer period, with officials from multiple provincial ministries on hand to respond.

The town hall is open to local governments and Union of British Columbia Municipalities First Nations members, with advance registration required.

The forestry-focused session builds on earlier virtual town halls hosted by the province and is part of a broader effort to keep local governments informed on issues affecting rural and resource-dependent communities. Additional town halls are planned in the coming months on topics including foreign interference, B.C.’s “Look West” economic strategy, and trade diversification opportunities under the Canada–EU Comprehensive Economic and Trade Agreement.

Again, this is just a selection. Also, as space is limited, more items will appear in next week’s paper, the balance of items of interest from the Council Agenda Package for Feb. 6, 2025.
