The following is a selection of items drawn from the latest Columbia Shuswap Regional District Board agenda that we believe will be of particular interest to readers in Golden and Electoral Area A.
This is not a complete summary of the meeting. Those wishing to review the full agenda and supporting reports are encouraged to visit the CSRD website and download the materials for themselves.
A number of recent Columbia Shuswap Regional District agenda items touch directly on the future of Electoral Area A, including infrastructure delays, funding reallocations, and long-term regional governance questions.
Fire Hall at Kicking Horse Mountain Resort
One of the most pressing concerns is the stalled fire hall at Kicking Horse Mountain Resort.
According to a February 2026 staff report, Resorts of the Canadian Rockies committed to building a fire hall and leasing it back to the fire service by January 2026, yet construction has not begun and signed agreements have still not been returned to the Regional District.
The absence of a completed facility means the service cannot achieve the Fire Underwriters Survey rating needed to improve insurance outcomes for residents and property owners.
The delay also has broader implications. Back in 2019, the CSRD adopted a policy not to support Crown land referrals at KHMR until an accredited fire service was in place, citing public safety risks tied to wildfire exposure and timber-frame construction. Without a completed fire hall, that policy remains in effect.
Reallocation of Economic Opportunity Funds for Golden to Nicholson trail
The Board is being asked to approve the reallocation of $110,357 in Economic Opportunity Funds originally earmarked for the Golden and Area A Trail Alliance toward the Golden to Nicholson Active Transportation Corridor project.
These funds stem from BC Hydro payments in lieu of taxes, which are intended to support economic development in impacted communities like Golden and Area A.
The change reflects evolving priorities, though capital construction funding for the corridor has yet to be secured.
CSRD advocates for changes to the Temporary Foreign Workers program
In a separate motion, the Board approved sending an advocacy letter to senior levels of government calling for reforms to both the Temporary Foreign Worker Program and the Provincial Nominee Program.
The letter highlights that rural and resort-based communities such as Golden face unique labour shortages that current immigration pathways do not adequately address.
It also calls for expanding access to the Rural Community Immigration Pilot into communities like Golden.
Taken together, these items point to a mix of immediate and longer-term issues for Area A, including fire protection readiness, infrastructure funding decisions, workforce challenges, and the region’s ability to advocate for policy changes that reflect rural realities.
All are likely to shape service delivery and development capacity in the years ahead.
CSRD Approves Funding Items Impacting Area A
Several lower-dollar funding decisions affecting Electoral Area A moved forward at the recent Columbia Shuswap Regional District meeting, including support for recreation infrastructure and future planning work.
Through the Electoral Area Grant-in-Aid program, the Board recently approved $2,000 for the Field Recreation Advisory Association to purchase exercise bikes and gym supplies.
In addition, the Board approved up to $50,000 from Area A’s Community Works Fund to support lighting upgrades at the Golden & District Centennial Arena. The project aims to eliminate dark spots on the ice surface and improve overall rink usability.
The funding will come from Area A’s share of federal infrastructure-style Community Works dollars. As of December 31, 2025, Area A holds an uncommitted Community Works Fund balance of $731,243.
The Board also approved a larger planning-focused allocation through the Golden and Area A Economic Opportunity Fund.
With the concurrence of both the Town of Golden and the Area A Director, $200,000 was approved for the Town of Golden to explore options for expanding services and upgrading the Golden Municipal Swimming Pool.
The funding will support investigation work rather than construction, helping define future needs for the facility.
Together, the decisions reflect ongoing investment in local recreation amenities and future service planning within Area A.
CSRD Renews Fire Services Agreement with Parks Canada
The Columbia Shuswap Regional District has approved a new three-year contribution agreement with Parks Canada for the provision of fire protection services in and around Field, B.C.
The agreement, which runs from January 1, 2026, to December 31, 2028, allows the CSRD to continue delivering fire services within Yoho National Park under a formal partnership with Parks Canada.
The motion was carried following approval by the Board to authorize the signing of Contribution Agreement #GC-2818.
The arrangement helps ensure continued fire protection coverage for the Field area through coordinated regional service delivery.
