Town of Golden, BC (Canada) Finance Committee

A summary of the Standing Committee on Finance Agenda package for the Nov. 6th, 2025, meeting: (Please keep in mind that this is only a summary of the highlights; the full package can be downloaded from Golden.ca.)

The Town of Golden’s Standing Committee on Finance met on Tuesday, November 4, to officially kick off discussions for the 2026–2030 five-year financial plan.

Chief Financial Officer Carolyn Brown presented an overview of the budget process and legislative requirements under the Local Government Act and Community Charter.

Each year, municipalities must prepare a balanced five-year financial plan outlining proposed expenditures, funding sources, reserve transfers, and tax policies. The plan must be adopted before the annual tax rate bylaw, which is due by May 15.

The presentation also revisited the Council’s previous financial direction. Under the current 2025–2029 plan, municipal property taxes have increased between five and nearly nine percent annually, with a six percent increase projected for 2026. Council will consider whether to maintain that range as part of the new planning cycle.

A draft schedule of Standing Committee on Finance meetings through November and December was also tabled, outlining a series of departmental budget reviews—from capital projects and protective services to transportation, recreation, and economic development. Public consultation and the release of the 2026 budget book are tentatively set for February 3, 2026, with final bylaw readings expected by April.

The meeting marked the first step in shaping Golden’s next five-year financial roadmap.

How Residents Can Get Involved

The Town of Golden encourages residents to participate in the 2026–2030 budget planning process. Here’s how to stay informed and have your say:

• Attend a Meeting: All Standing Committee on Finance (SCOF) meetings are open to the public and streamed live via Zoom. Agendas, schedules, and links are available at golden.ca/virtualmeetings.

• Watch Online: Recordings of meetings are posted to the Town’s YouTube channel at www.youtube.com/@thetownofgolden.

• Public Consultation: A community feedback session and the release of the 2026 Budget Book are scheduled for February 3, 2026. Details will be announced in advance on the Town’s website and social media.

• Contact the Town: Written comments, questions, or suggestions can be submitted to the Finance Department or through the Town’s online contact form.

Your input helps shape decisions about property taxes, infrastructure priorities, and community services for the next five years.
